Training

We conduct 3-day and 5-day public, in-house, and custom training courses on the subjects of fiscal system analysis and design, licencing and allocation systems (policy, strategy, tactics), risk analysis, industry standards and practices, valuations, and industry trends.

We have conducted courses in several universities, and numerous cities world wide - over 5,000 delegates and students have attended our courses in over 40 countries.

We have taught over 5,000 delegates in the public, in-house, and public settings.

Our courses are designed for experienced economists, lawyers, engineers, geologists, management, politicians, etc. Yet our courses even provide solid basis for entry-level personnel.

Expert Witness

We have been involved in over 65 disputes world wide including some of the largest disputes in the world. We often provide expert opinion on valuation, industry practices and procedures, and interpretation of contract terms and provisions. The disputes often hinge on specific contract provisions, or lack thereof, and range signifantly from sole risk provisions, royalty determination, contract breachs, nationalization, tariffs, cost recovery mechanisms, valuation methods (both damage and compensation), and fairness.

Presentations and Speeches

We are often called upon to give presentations or speeches around the world - often as keynote speakers and heads of panels. We have spoken at conferences hosted by the United Nations Development Program, World Bank, Ugandan Parliament, Cambodian Parliament, International Bar Association, American Institute of Certified Public Accountants, the Energy Council, Middle East Petroleum & Gas Conference, Affrican Petroleum Producers Association, Association of International Petroleum Negotiators, Petroworld, Petrotech, Schlumberger Users Conferences, and numerous technical, university, and oil and gas conferences.

Nelson Complexity Index

Each year the O&GJ Energy Database publishes vital statistics on every refinery in the world including distillation capacities, upgrading unit capacities etc. For the past 24 years each year the database has also included Daniel’s calculations of refinery complexity, equivalent distillation capacity, and bottom-of-the-barrel indices.

The Nelson Complexity Index (NCI) is a refinery complexity concept developed by W.L. Nelson in the 1960s. It is a complexity calculation based on distillation capacity. It is a relatively simple means of determining the relative complexity of single refineries or refining regions.

It is a pure cost index that measures construction costs of a particular refinery based on its crude and upgrading capacity. The Nelson index compares the costs of various upgrading units-such as a fluid catalytic cracking (FCC) unit or a catalytic reformer-to the cost of a crude distillation unit. Computation of the index is an attempt to quantify the relative cost of a refinery based on the added cost of various upgrading units and the relative upgrading capacity.
